I would have thought that the spirit of the rule stating that there must be a question before a guess would mean you have to wait for a response before proceeding to a guess. It is supposed to prevent unsportsmanlike jumping in to guess after others have done all the groundwork, and a rapid-fire question-guess combo rather defeats the purpose of the stipulation. Please note that I am NOT saying this instance was intentionally unsportsmanlike, but that commending it as a clever tactic is promoting what feels to me like the wrong approach to the game.
