I'm pretty sure lots of people will immediately say "Deathly Hallows" because it's the climax of the series. Personally, I found it to be a lot less well-written than the other books. The middle chapters where they were camping in the woods got me really bored.
In my opinion, "The Half-Blood Prince" was the best, because of the mystery that fills the entire novel.
"The Order of the Phoenix" was really frustrating to read, as everything kept going wrong for Harry. I felt like giving up halfway through.
"The Goblet of Fire" was awesome. Second best in my view.
The first 3 books were rather short, but still really fun to read. (especially "The Prisoner of Azkaban")

7. Chamber of Secrets 6. Order of the Phoenix 5. Half-Blood Prince 4. Deathly Hallows 3. Sorcerer’s Stone 2. Goblet of Fire 1. Prisoner of Azkaban #1 and #2 might switch as the years go by. For “Prisoner,” I loved the mystery and the shock that Scabbers was actually Wormtail, as well as Harry finally winning Quidditch.
