Her brother Chris was the reason for "Resident Evil 2" and "Code Veronica". Chris was in the Arklay Mountains for Resident Evil one and so Claire came to Raccoon City in "Resident Evil 2" to look for him, but ended up meeting Leon for the first time. In "Resident Evil: Code Veronica" Claire heard about Chris being in Paris, so she went to look for him but got caught and sent to Rockfort Island where her journy begins.

She gets the bowgun on a counter in a lab. It's not very powerful but there's a lot of ammo for it. Finally, she gets the grenade launcher from a room you have to use a card key to get in. It is recommended that you use this for tyrants and spiders.

Trial and error is how I figured this out, but the official answer is found on the tag with the key in the sauna. The date December 8th is printed in the tag. This is the founding date of the island.
