The first scenes take place in 1971. The whole movie of course takes place in the Chicago metropolitan area.

Although Steven and Brian's father was in Fighting 17, he rides to the fire in engine number 46. Remember, 46 always had the ladder in both time periods.

Although Adcox is Fighting 17 for the majority of the movie with Steven, he is a member of 46 at the beginning. Watch the scene as they ride to the fire. They show a shot of 'Axe' riding on the side of the fire engine. If you look at his helmet, it has the number 46.
