Answer: Teacher performance standards

The teacher unions strongly disapprove of any bill that has teacher performance standards attached to it but Frank's administration wants them as part of the bill. From the discussions it appears that there will be some compromise on the frequency of evaluation and some leniency for tenured teachers.
2. An incident in Frank's home district where a teenage girl died requires Frank's attention. Where does Frank travel to in this episode, the locale of his Congressional district?

Answer: Gaffney, South Carolina

Gaffney is located in the northwestern portion of South Carolina's fifth district. Gaffney is the county seat of Cherokee County. Frank mentions in this episode that he tries to make it down to his district at least once a month.
