At the beginning, Sonic was captured by the military force G.U.N. as they had mistaken him for his doppelganger Shadow the Hedgehog. Upon escaping the Helicopter, Sonic needs to find an escape route from the city he's now in which is loosely based on San Francisco.

Once Shadow was awakened, he informed Dr. Eggman he needed all seven Chaos Emeralds. He quickly figured out that with one emerald, he could use the power of Chaos Control, which is similar to teleportation.
