It's some kind of dog Latin and nobody knows what it means. It's a fraternal order that saw its peak during the California mining days.

According to Wikipedia, it is a fraternal organisation dedicated to the study and preservation of the heritage of the American West especially in the history of the Mother Lode and the gold mining regions in the area.
