According to Wikipedia and the Obama archives it was founded by Ignacio E. Lozano Sr. on 16 September 1926.

La Opinión was founded in 1926 in Los Angeles by Ignacio Lozano, Sr., a Mexican journalist who fled Mexico during the Revolution in 1910s. The newspaper was first published on Sep 16, 1926.
