It seems the answer may be a bit convoluted... The Bhutan has never recognized either The PRC or Taiwan, and there are another nine (of which only Serbia is named) that don't formally recognize either as well.

Bhutan is the only UN member state that has never explicitly recognized either the PRC or the ROC. The Republic of China considers itself to be the sole legitimate government of China (including Taiwan), and therefore claims exclusive sovereignty over all territory controlled by the PRC.

Over the years, the recognition of Taiwan's independence has decreased with many nations shifting allegiance to Beijing. This could be attributed to the rise of China as a superpower.

Well, I don't know what "entities" mean in this context. Could be states or multinational organizations. However, Serbia does maintain diplomatic relations with China. China has an embassy in Belgrade and Serbia has an embassy in Beijing and a consulate-general in Shanghai.
