In professional football/soccer, can a player get a red card during a penalty shootout?

Yes. The goalkeeper can be red-carded.
This typically stems from unsporting behaviour or serious foul play

The game continues as normal. Any player from either team can be sent off during a shoot-out, be a second yellow or a straight red.
