According to this it's a sort of nonsense rhyme for a children's circle game, based on a similar sort of activity in Britain.

Sugar plums are crystallised plums (like glass cherries and angelica and so on). Always wondered what they were until I just looked them up! In old stories kids always got them at Christmas. Sound disgusting, but then I don't like glass cherries and angelica and so on...)
