Answer: the Word of God
"The grass withers and the flowers fall, but the word of our God endures forever." (Isaiah 40:8, NIV)
Isaiah saw many people and circumstances change. Many people lost sight of God and His words during the times of trouble. However Isaiah reminded the people that the word of God would endure when everything else failed.

Sennacherib was the king of Assyria and reigned from 705 to 681 BC. Assyria had already destroyed Israel under the reign of Shalmaneser. (2 Kings 17:1-6) Sennacherib's field commander came to bargain, doing so in Hebrew so the people of Jerusalem would understand and perhaps revolt. Isaiah sent a prophecy that Assyria would not be successful, and Hezekiah prayed to the Lord for deliverance. After another prophecy against Sennacherib, Isaiah 37:36 wrote, "Then the angel of the Lord went out and put to death a hundred and eighty-five thousand men in the Assyrian camp."

Eagles have abilities to fly above storms when many other birds must take refuge. Their powerful wings use the currents in storms to glide above the resistance. Although Isaiah saw many things change and sometimes change for the worst, he reminded people that the Lord was the everlasting God and would not grow tired or weary. Isaiah told them that God would give strength to the weak. Those who trusted in God would rise up rather than be defeated.

John the Baptist is known to Christians as the man who preached repentance in preparation for the coming Messiah. Isaiah 40:3 also stated: "Make straight in the wilderness a highway for our God." Both of these terms are related to the idea of repentance. John's residence during his ministry was in the wilderness where he ate locusts and honey.
