Very little is known about Mundungus Fletcher's life prior to his joining the Order of the Phoenix. He did attend Hogwarts for seven years, however, there wasn't even a record kept regarding the house to which he belonged.
He really became nothing more than just a petty thief, but during his time in the original Order of the Phoenix, he was tolerated because Dumbledore trusted him. The story is a bit vague, but apparently Dumbledore helped Mundungus when he got into trouble with the wizarding authorities, and Mundungus was fiercely loyal to him. When the new Order was forming, Dumbledore specifically asked Sirius Black to contact Remus Lupin, Arabella Figg, and Mundungus Fletcher. After Dumbledore died, however, Mundungus fell out with the members of the Second Order of the Phoenix, who did not trust him to make the best decisions.
In "Goblet of Fire" Percy Weasley made sure that Mundungus did not receive compensation for the claim submitted to the Ministry which said that at the Quidditch World Cup his twelve room tent with a jacuzzi had been destroyed. He had seen Mundungus sleeping under a cloak that was held up with sticks. In fact, the entire Weasley family held a bit of a grudge against him because in "Chamber of Secrets" he had tried to put a hex on Arthur during a ministry raid when his back was turned. Molly, especially, never hesitated to let Mundungus know exactly what she thought.
It was Mundungus who was supposed to be watching Harry at the beginning of "Order of the Phoenix" when he and Dudley were attacked by Dementors. He had left his post in order to try and score a deal on some cauldrons that had been stolen. Not to worry, though! Arabella Figg, who also kept a watchful eye on Harry, really let him have it!
Mundungus did gain a bit of favor with Molly Weasley when he saved Ron while they were cleaning out 12 Grimmauld Place, the Black home, that was used as the headquarters for the Second Order of the Phoenix. Ron had found an old purple robe, but it was enchanted and tried to strangle him when he attempted to move it. Mundungus essentially pulled the robe off Ron and ended the attack. While Molly was grateful, she really did not like the fact that Mundungus was a member of the new Order of the Phoenix.
After committing an unknown offense, Mundungus had been permanently banned from the Hog's Head in Hogsmeade by its owner, Aberforth Dumbledore. This presented a problem from time to time when Mundungus was assigned to watch the comings and goings of Harry Potter. When Dumbledore's Army held its organization meeting at the Hog's Head, Mundungus had to hide his identity by dressing as a witch. Of course, he was the one who reported that the meeting took place to the members of the new Order of the Phoenix.
Now just because Aberforth didn't want Mundungus in his business, it didn't mean that he wouldn't do business with him. Harry caught Mundungus selling Black family silver heirlooms to the proprietor of the Hog's Head in the "Half-blood Prince"; these items technically belonged to Harry after Sirius' death. Mundungus disapparated and went into hiding after that.
An article in the "Daily Prophet" mentioned that he had been arrested and sent to Azkaban for posing as an Inferius, a dead body that was reanimated by a Dark Wizard's spell, during a robbery attempt. Some speculated that Snape arranged for his release so that he might help in the Battle of Seven Potters, but others said he escaped with the other baddies during the 1996 mass breakouts.
During the Battle of Seven Potters at the beginning of the "Deathly Hallows", Mundungus was the "Harry" who was partnered with Alastor Moody. For some reason Voldemort believed that Mundungus was the real Harry and targeted him with the Killing Curse. Mundungus disapparated in fear, and the curse hit Moody instead, killing him instantly; it was a devastating loss to the Second Order. When some members of the new Order thought that Mundungus might have leaked the plan, others recalled that having seven Harrys had really been his idea. It was revealed in "Deathly Hallows" that Dumbledore (in his portrait) instructed Snape to use the Confucius Charm on Mundungus, so he would believe the plan had been his own. That way the members of the new Order would be more likely to accept it, and Snape could leak it to Voldemort, keeping up his appearance of being a loyal Death Eater.
Kreacher, the loyal Black family House-Elf, helped Harry, Ron, and Hermione retrieve a Horcrux that Mundungus had stolen from 12 Grimmauld Place. In "Deathly Hallows", after they found the Slytherin locket that Dumbledore and Harry had found was a fake, they realized that the note signed by R.A.B. was from Regulus Black, Sirius' younger brother. When they asked Kreacher if he knew anything about it, the House-Elf said that Regulus had given him the locket and asked him to destroy it - a task that Kreacher had not been able to complete. He also told the group that the locket had been stolen from the Black home by Mundungus Fletcher. Harry told him that he intended to destroy the locket, and gave Kreacher another one, in exchange for Kreacher's help finding Mundungus. When Mundungus appeared, he told Harry that the locket had been taken by Dolores Umbridge when she caught him selling stolen items in Diagon Alley without a license.
Locating the real Horcrux was crucial to the plot, but at this point Mundungus Fletcher had served his purpose and was no longer actively mentioned in the stories. The fact that Harry did not see him during the Battle of Hogwarts, in all probability means that he was not there.
Albus Dumbledore had the Elder Wand for about fifty-two years, after winning it from Gellert Grindelwald. There were several Professors of the Dark Arts, including Quirrell, Lockhart, Lupin, the imposter Moody, Umbridge, and Snape, during Harry's years at Hogwarts. Lupin was bitten by a werewolf, and Pettigrew was appropriately the rat Animagus. Buckbeak allowed Harry, Hermione, and Sirius to ride him, along with Hagrid, who was Buckbeak's original caretaker.
