The episode began with Leo and his discussing campaign strategy with a couple strategists in the wake of the reveal that President Bartlet had multiple sclerosis. They remarked how House Democrats likely would not want the president to come to their district in fear it would hinder their chances to win re-election.

They said this was at a bad time considering the fact they had a strong case against the Republicans on tax cuts, education, and the environment. The strategists advised Leo to persuade President Bartlet not to run for re-election but all Leo told them was they would hold a press conference that night.
2. During the opening credits, who told Sam that C.J. already contacted the networks about President Bartlet's address?

Answer: Toby Ziegler

As the opening credits rolled, Toby and Sam spoke on President Bartlet's press conference and how best to set it up, as in what room to have him make his address and what not. In the midst of their talk, Sam advised Toby that perhaps President Bartlet was not up for the speech. Toby responded how he had no choice at that point to make it since C.J. contacted the networks to televise the speech.
