The musical "Hamilton" bases a song about a compromise Alexander Hamilton had vs Thomas Jefferson and James Madison over the location of the capital vs creating a national bank.

They agreed to have the capital on the banks of Potomac River and allowed Hamilton to create the first national bank.

The two-chamber United States Congress is comprised of the Senate and the House of Representatives. Together they constitute the Legislative Branch of the US government. The Senate is comprised of two senators for each of the country's (fifty) states, regardless of an individual state's geographic size or population.

This scheme was devised to assure equity between the more-and-less-populous states. On the other hand, membership in the House of Representatives is completely a function of a state's population. Thus, California, the most populous and one of the larger states by area in the US, has 53 representatives, the largest delegation in the House. (There are some states with as few as one House Representative each).

The US conducts a new census every ten years in order to make any adjustments to apportionment of the Representatives.
