Tia Dalma explains that they are there because the Dutchman isn't helping them cross over any more, as it should be. Later, when Davy Jones visits her in her cell, they talk about how he faithfully performed the duty she gave him for ten years. When he finally earned his one day on land (after ten years of service) he went to find her and she wasn't there. It was then that he stopped escorting the dead and started using the Flying Dutchman for his own purposes. This is why the Dutchman must always have a captain.

The remaining crew of The Black Pearl infiltrate the lower levels of his headquarters, and are able to provide weapons and assistance when negotiations break down.

So she becomes Captain Swan. Tia Dalma is the physical manifestation of Calypso.

As the crew scrambles to keep the boat from going over the falls, Barbossa laughs and gives the order to let her go. The ship eventually goes over the falls (which is really the edge of the world), despite their best efforts, and they finally find themselves at Davy Jones's locker, at World's end.

Elizabeth indirectly killed Jack at the end of "Dead Man's Chest", when she handcuffed him to the mast of the Black Pearl, leaving him to be killed by the Kraken while the rest of them escaped. After Jack said this quote in "At World's End", Elizabeth looked very guilty and all the other members of the crew were shocked, especially Will. The other three people who tried to kill Jack but were unsuccessful were Barbossa, Pintel and Ragetti, as Jack's enemies in the first film "The Curse of the Black Pearl". Will also tried to kill Jack at the beginning of the first film, when they were sword-fighting in the blacksmith's shop.

This is said to Gibbs when he wonders how they find Davy Jones' Locker when it "supposedly" can't be found by regular means. I don't know how Barbossa knew this, but it led me to believe that he's been in a similar situation before. This is just one of the many confusing things Barbossa says in the film, yet somehow, it still makes sense. Captain Hector Barbossa is played by Geoffrey Rush, an amazing actor who's been in movies like "The King's Speech", "House on Haunted Hill" (the remake) and "Mystery Men".

He emphasized his point by not having Jack respond to his comment, as he was in no position for arguing. During Jack and Captain Barbossa's conversation, Jack mentioned he would give anything to avoid being lost in Davy Jones' locker again.
