Answer: to help the dead cross over

When the Pearl is in the water, at the end of the world, the crew looks into the water and sees a lot of bodies lying just underneath the surface. Tia Dalma explains that they are there because the Dutchman isn't helping them cross over any more, as it should be.
Later, when Davy Jones visits her in her cell, they talk about how he faithfully performed the duty she gave him for ten years. When he finally earned his one day on land (after ten years of service) he went to find her and she wasn't there. It was then that he stopped escorting the dead and started using the Flying Dutchman for his own purposes.
This is why the Dutchman must always have a captain.
2. The Brethren Council captured the sea goddess Calypso, and bound her in the human body that we know as Tia Dalma. Who told the Brethren how to do this?

Answer: Davy Jones

It is not made clear whether or not this was done after he looked for her and she wasn't there, but it would make sense that he would want to punish her for abandoning him, after ten years of faithful service.
The news of Jones's part in her binding is obviously a surprise to Tia Dalma. She later creates the vortex that the Dutchman is sucked into.

Answer: She needs all nine tokens, or 'pieces of eight', in order to be set free.

All nine tokens were used to bind her to her human form, and all nine tokens are needed to free her. Since Ragetti was in possession of Barbossa's token, he technically did not need to be brought back from the dead, but she may not have known this. Jack's token was definitely with him in Davy Jones's locker, so he definitely had to be brought back from there before she could be freed.
Barbossa is also the one who convinces the other members of the Brethren Council to free her.

Answer: Ragetti

All nine token are placed in a bowl and set on fire. Barbossa then speaks the words that should release Calypso, but nothing happens. Ragetti says that the rendition of the words was not very romantic, leans close to Tia Dalma and repeats them. His offering is deemed romantic enough, and the release begins.

Answer: She becomes very large and then changes into thousands of crabs which return to the sea.

The wind picks up as she grows, and the ship rocks in the water. She achieves an enormous size before she morphs into a bunch of crabs, so many that they threaten to swamp the ship. These tumble over the sides and into the water.
Once she has achieved her freedom, she exercises her power over the weather. As the battle is about to begin, she stirs up a vortex of water that both the Flying Dutchman and the Pearl are swept into.
6. Where does Elizabeth first see Will's dad, Bootstrap Bill?

Answer: when she is imprisoned on the Flying Dutchman

While locked up in a cell on the Dutchman, Elizabeth starts asking all the of Jones's crew if they are Bootstrap Bill. Finally Bill partially emerges from the wall, where he has become very sedentary. He is surprised that she knows his name and carries on a discussion with her about Will.

He tells her that if Will stabs the heart, as he had promised to do, then he will have to become the Captain of the Dutchman. He tells Elizabeth that he won't blame Will if Will chooses her over him and recedes back into the wall, only to repeat the conversation when she calls his name again.
7. Who does Bootstrap Bill kill?

Answer: Norrington

After giving Lord Beckett Davy Jones's heart, Norrington is restored to his former good graces. Elizabeth tells him that her father is dead, but he protests, saying that Beckett had told him that her father had returned to England. This duplicity makes Norrington question his allegiances and he decides to help Elizabeth and her friends escape.

While he is doing this, Bootstrap raises the alarm and impales Norrington, but Elizabeth is able to make good her escape.

The three Captains walk the long, exposed sand bar, to meet with the representatives from the East India Trading Company. They are Lord Beckett, Davy Jones and Will Turner. Beckett asks for unconditional surrender and Elizabeth declines. The number of double crosses, deals cut and perceived double crosses are so plentiful that they are a bit difficult to follow.

At any given time you might find any one of the good guys (from a pirate's point of view) either in league with, or appearing to be in league with the East India Trading Company. Sparrow also cuts a deal with Beckett at one point, which Beckett does not honour, not because it's personal but because "it's just good business".
9. What is the name of the ship that Beckett dies on?

Answer: Endeavor

Beckett is on the flagship of his fleet, The Endeavor (the name can be seen across the stern of the ship). With the Flying Dutchman under Will's command and the Pearl being captained by both Barbossa and Sparrow, the Endeavor is brutally attacked on both sides. Beckett is in shock and is unable to answer when asked what to do.

The second in command gives the order to abandon ship. Beckett blows up with his ship, after repeating the line "it's just good business".
10. What happens to the crew of the Dutchman when Will becomes captain?

Answer: They return to their human forms.

The barnacles and sea like appendages disappear and they appear as normal looking sailors. It must have been Jones's refusal to perform the duties that the Dutchman was meant to perform that corrupted himself and his men. We even see Bootstrap removing a starfish from his face.

Although Will does not intend to hold any of the sailors to any enforced years of servitude, his father chooses to stay onboard and serve under him.
