Answer: Harry Potter

Harry Potter chants this to his cousin Dudley Dursley on a boring summer's day during the summer holiday where Harry is forced to do a number of difficult chores around the house. He aims to scare Dudley with the power of his magic and succeeds! Of course, these spells do not exist; however Dudley doesn't know that!
2. "Why didn't you send us a letter by owl? I believe you have an owl?" is said by whom?

Answer: Professor McGonagall

When the school gets wind that Harry and Ron Weasley took a flying car to Hogwarts instead of the train and crashed it into the Whomping Willow, the first people to find out are Professor Snape, Professor McGonagall and Professor Dumbledore. They then discuss the matter in Snape's office. This is where Professor McGonagall says this line.

Seamus Finnigan splutters this out during a Defence Against the Dark Arts lesson. During this lesson, Professor Lockhart produces a cage full of "extremely dangerous" creatures (freshly caught Cornish pixies) which, in Seamus' opinion are just funny. However when Lockhart releases the pixies, they turn out to be anything but funny...

At this moment in time, Colin hears Oliver Wood collecting Harry for Quidditch practice at the crack of dawn one day and is eager to join them despite Harry's desperate attempts to put him off.

Peeves is a menace of a ghost that roams the school just creating trouble. He is doing the very same thing at Nearly Headless Nick's Deathday party when he confronts Harry, Ron and Hermione there. He has heard about what they have been saying about Myrtle and would love to let her know.

When he finds Tom Riddle's diary (a very strange object that wrote back to him when he wrote into it) Harry, of course, tells Ron about it. Ron tells him that it could be dangerous. Harry thinks the opposite. Ron goes on to saying: "Some of the books the Ministry's confiscated - Dad's told me - there was one that burned your eyes out. And everyone who read "Sonnets of Sorcerer" spoke in Limericks for the rest of their lives..." Of course later on in the series we discover that Tom Riddle's diary was actually a Horcrux.

At this point Dumbledore is examining Tom Riddle's (Voldemort's) diary that Harry recently destroyed in the Chamber of Secrets. He is saying how Tom Riddle was one of the best, however evil, students Hogwarts ever had.
In Tom Riddle's day Dumbledore was a Transfiguration teacher and Tom Riddle stated: "He kept an annoyingly close watch on me."

At this point in the book Ron and Harry have just come into their Defence against the Dark Arts class when Professor Lockhart enters feeling much too joyful in these dark times. When he asks what is wrong with the class, they do not reply. Lockhart goes on to explain that the danger has passed (which it certainly has not) because Hagrid has gone. The class just think he's mad.

Harry is told to do this by Uncle Vernon during the Mason's visit to the Dursley's house and recites this to Uncle Vernon before the Masons arrive. And it is during this time that Dobby the House Elf appears in Harry's bedroom warning him not to go back to Hogwarts this year...
