Answer: The 13 original colonies that formed the US

The original US flag had 13 stars and stripes, both representing the original colonies. After adding a 14th and 15th state, the flag was modified to have 15 stars and stripes. It then became apparent that with too many more states that the flag would look cluttered. So the next time states were admitted, the star count went up, but the stripe count went back to 13, where it has stayed ever since.

The 15 stars-and-striped flag is nicknamed 'The Star-Spangled Banner', since it was the one that inspired Francis Scott Key to write what would become the US National Anthem.
