The new directives turned Robocop into an overly sensitive cop. He no longer appeared to act like a crime prevention officer. He tried to arrest a dead person and tried to give public service announcements. Robocop also gave stop smoking messages, drove at the speed limit, and was even bullied by children.

The new directives were a joke, featuring such items as: "Avoiding premature value judgements, pooling opinions before expressing yourself, and participating in group activities." There were hundreds more like those added to Robocop.

After hearing the possible ways to remove the new directives, Murphy decided to implement the electricity one. After electrocuting himself, all was made perfect. In fact, his system was made more perfect when it deleted not only the new prime directives, but the original four. Robocop inspired all of the striking police officers to go back on duty.

After Robocop flew through Kain's windshields, Kain was severely injured. In the hospital, Kain was in stable condition. When Dr. Faxx arrived, she promised Kain immortality as the Robocop-2. She decided to get her work done faster by pulling the plug on Kain. After he was dead, a team of surgeons removed his brain and spinal column, using them for the Robocop-2's control system.

He grabbed his Angie, and killed her with his metallic hands, and then he mortally wounded Hob. Mayor Kuzak found a drain hole and jumped through it before the Robocop-2 could kill him.

The Murphy Robocop arrived shortly afterwards, taking in the sight of the dead people. He managed to talk to the kid who shot him, making peace with him before he died. Robocop was also made aware that Kain was still alive, in the form of Robocop-2.

Kain, inside the Robocop-2 shell, wanted the bottle of drugs, despite being created to fight the drug war. The Murphy Robocop showed up shortly after to have an epic showdown.

The first thing Murphy used to try and stop Kain was the assault cannon from the first film. He fired multiple shots before he noticed that it did no damage. Kain quickly unloaded a barrage of bullets on Murphy before Murphy made a run for it. Kain followed Murphy into an elevator. Murphy shot the elevator cable and made Kain plummet.

The Robocop-2 was well-equipped, however, so it did not reach the basement. It actually beat the Murphy Robocop to the top floor. The fight led them to the roof where Murphy took Kain off of the building with him. Of course, Kain did not die.

After Anne's armored vehicle stunt, Kain began looking for Murphy. He was about to shoot Murphy when Anne pulled out the bottle of "Nuke" which Murphy told her to use. She gave the bottle to Robocop-2, giving the Murphy Robocop enough time to get behind him and initiate the final showdown.

Answer: Murphy smashed Kain's brain and spinal column.

After the "Nuke" distraction, Murphy climbed on top of a news truck and jumped onto Kain's back. Kain was too large to do anything about Murphy. Murphy ripped through Kain's exoskeleton and pulled out his preserved brain and spine. After jumping off, Murphy smashed the brain onto the pavement, killing Kain (Robocop-2) almost instantly.

The CEO's lawyer implicated that it would be tough to keep him out of trouble, suggesting that the dead people have families who'd want reparations for their losses. Mr. Johnson already had a grudge against Dr. Faxx, so he suggested that she should be blamed. Despite no clear resolve at the end of the film, both the lawyer and the CEO thought that blaming Dr. Faxx was a great idea.
