Paddy stumbled across the other side of the island one night when he came across a barrel of liquor. After drinking some of it, he found a place of worship with blood all over the alter, and not wanting anything bad to happen to himself and the children, he made up the story of the boogyman to keep them away.

However, as the next question tells you, he also had to tell them something else, so that they would know that he was serious.
