Answer: Monaco

Stage 1 was an Individual Time Trial, which was 15km in length. The course wouldn't stay in Monaco for the whole stage. It would travel into France for a few kilometers and go back into Monaco for the finish. Fabian Cancellara beat out Alberto Contador for the stage win. Fabian rode for Team Saxo Bank.

After a three-year absence from the Tour, the Team Time Trial reappeared at the 2009 Tour de France. Stage 4 was 38km in length. Throughout the stage many riders crashed due to the sharp turns on the course. Astana would win the stage by 18 seconds over Garmin-Slipstream.

Franco went out on many breakaways to gain and secure the lead. In addition to winning that, Franco also won the 2009 Tour de France Combativity award. Franco rode for Liquigas.
Pellizotti was later disqualified for blood doping.

Andy finished second overall in the 2009 Tour de France, just over four minutes behind the leader. Andy also won the young riders classification in the 2008 Tour de France. Andy rode for Team Saxo Bank.
