Citation was born on April 11, 1945 at Calument Farms in Kentucky. His sire was Bull Lea, and his dam was Hydroplane II.

Citation made his debut on April 22, 1947, at Havre de Grace in a 4 1/2 furlong Maiden Sprint. He followed this with 4 consecutive races, including a record breaking performace in a 5 furlong sprint on July 24, 1947.
