At the end of 'Downloaded,' we know that Caprica Six and Boomer are going to try and change the Cylons' plan against humanity. This finally hits a head at the beginning of the episode, when the Centurions are clearly given orders to stop shelling the humans, and then to eventually leave. Brother Cavil (who we learn much later has been with the resistance group since the beginning) thanks the gods and proclaims it a miracle, and then starts a prayer.

As of this point, we don't know who has the lead in the polls, only that Roslin has dropped two more points in the latest poll. When she meets with Baltar on board Galactica, she tries to appeal to his "sense of patriotism," but Baltar responds that it is his patriotic duty to lead the people to a new world.

When Baltar begins to walk away, she confronts him about being with Caprica Six on Caprica before the attacks, at which point he evades the question and leaves.

Although he mentions the other three, he does not say that the farms or Sharon's child were a mistake.

He gives Dee a signal, and she leaves the room with two crewmen, who leave and intercept the next vote container before it reaches the counting room.

They then switch it out, and by the next update Roslin has received a majority of the votes.

However, Gaeta is looking over the ballots and those from the Zephyr all spelled "Gaius" correctly even though the captain reported their ballots had been printed incorrectly. Colonel Tigh says he will take care of it, and promptly throws them back in the box without worrying about it. Gaeta then calls Admiral Adama, who gets Roslin to admit the conspiracy, leading to Baltar being elected president.

Just after Baltar gives his order to settle on New Caprica, the bomb blows up, destroying at least four ships in the process including Cloud 9 and the container ship used to house Lee's strike force during 'The Hand of God'. Baltar is clearly shaken by the incident, and knowing there is no larger Cylon threat repeats his order to settle on New Caprica.

When Gaeta brings up a problem with "the union" Baltar goes on a tirade about how there have been no Cylon attacks since he was president (he apparently does not count the bomb seconds after he was sworn in) and the union should simply work harder.

It is unclear whether or not Anders recognizes Leoben, as his vision was originally hazy, though he does sit up despite being weak.

Without that, they appeared to have no idea where the humans were located (if they had wanted to find them in the intervening year, since they had abandoned the Colonies), indicating Baltar's promise that the DRADIS interference around the planet would keep them safe was not a hollow one, despite how it appeared to be a ploy for the election.

From this, the thought is planted that yet another resistance network would be set up against the Cylons, but this time for the entire future of humanity.
