Answer: They are a bright but imitative people.

The Horizon visited the Iotians 100 years earlier and left behind a book on the Chicago mobs. There was no such thing as the Prime Directive when the Horizon did this. The Iotians restructured their entire society after the one described in the book.
2. What's the first thing that happened to the landing party upon beaming down to the planet?

Answer: They were almost hit by a car.

One would think that Kirk, Spock, and McCoy would have learned the importance of looking both ways before crossing the street after watching Edith Keeler die in "The City on the Edge of Forever." However, after watching this episode and 'Star Trek IV,' I'm thinking that Kirk never did master this lesson. It was after this incident where they were met by Okmyx's men and then shot at.
3. Spock tries to call the Enterprise by using the radio on the planet. Before he is successful, he hears an announcer speaking. What is this broadcast sponsored by?

Answer: Bang Bang, the sweetest little automatic ever

The radio just got done playing a song by the Jailbirds. I laugh every time I hear them advertising this product.
4. What did McCoy say Spock does well?

Answer: Executing the nerve pinch

Spock and McCoy sneak into the radio station, and Spock performs a nerve pinch on a woman who has just stood from her chair. He helps her sit back down as he does it, and then gently lays her head on the edge of the record player. It is so gentle and graceful I can understand why McCoy compliments Spock. Spock blows his good record when he claims operating the radio equipment is simple, then flips on a radio station instead of a channel to the Enterprise.
5. What profession isn't Kirk suited for, according to Spock?

Answer: Taxi driver

Kirk tries his hand at driving and does not do a good job. When they finally arrive at their location, Spock can't refrain from diplomatically telling Kirk not to give up his day job as a starship captain to become a taxi driver.
6. Kirk claims that this card game requires intelligence to play?

Answer: Fizzbin

Fizzbin is a card game that Kirk makes up on the spot to confuse their guards, enabling the landing party to escape. The truly intelligent person is the one who realizes that there is no way that this game could possibly exist.
7. What did the mob bosses want from Kirk?

Answer: Phasers

Okmyx wanted Kirk to have some of those fancy "heaters" beamed down so he could take over all the other territories and rule the planet himself. When Okmyx called the Enterprise to demand them in exchange for the landing party, Scotty had no idea what "heaters" were.
8. Who becomes the top mob boss and his lieutenant?

Answer: Bela Okmyx and Jojo Krako

It sounds like Bela's last name should be spelled more like "Oxmyx," but a poster in Krako's office clearly has it spelled "Okmyx." Tepo was another mob boss, Zabo worked for Krako, and Kalo worked for Okmyx.
9. What would Kirk recommend the Federation do with its percentage of their cut?

Answer: Place the money into the planetary treasury.

He thought the money could be used in helping the Iotians improve their society, with the idea that eventually they would leave their gangster ways behind. However, it would have been amusing to hear Kirk explaining to Starfleet why they needed to send a starship to this planet every year if he had been serious about the Federation wanting a piece of the action.
10. Why was McCoy upset at the end of the episode?

Answer: He left his communicator on the planet.

McCoy realized that he'd left his communicator in Okmyx's office, essentially repeating the same mistake the Iotians made a century ago.
