The Huntress' comparatively lesser movement speed against most Killers and her far superior projectile option makes downing Survivors with her melee weapon an annoying task. But still, it can work if she manages to run out of projectiles to throw.

By simply opening a locker, The Huntress will fully reload her supply of hatchets. She can do this as many times as needed throughout the course of the game. This makes hiding from her in lockers a bit riskier than against other Killers!

As the question states, a Killer with this perk equipped will receive the Undetectable status effect whenever they reach bloodlust Tier I. Bloodlust is acquired whenever a chase has gone on for at least fifteen seconds.

While the perk itself seems gimmicky, it can be quite helpful for Killers who are skilled at mindgaming and have the ability to commit to a chase. Committing to a lengthy chase in the early game is almost never a good idea, but this perk can help when doing so would be ideal for, say, closing out a game. When Undetectable, a Killer loses their red stain, and is thereby harder to keep track of for Survivors. This means the Killer can use line of sight blockers, such as walls or other large structures, to keep themselves hidden and potentially get the jump on a clueless Survivor.

This perk can be diabolical used on The Doctor's infamous Impossible Skill Check build, as he has the tools to make skill checks harder, with visual cues being trickier to rely on. Combine that with audio cues becoming hard, and typical routine skill checks can start becoming very challenging, slowing the game down immensely. The Doctor would probably want to run this perk in conjunction with other perks that clamp down on skill checks, such as Unnerving Presence, or other terror radius based perks such as Distressing, with the goal being to slow the game down by causing Survivors to fail skill checks more than they ordinarily would.

In general, it's not a bad idea on Killers who can land downs quickly. One-hit Killers such as Leatherface or Hillbilly can get stacks quickly with ideal play. It can be a nice pairing with perks such as Sloppy Butcher, making healing take longer and, by proxy, causing more skill checks on average to appear.

This was likely a balance implementation, as the Huntress has the tools to nail Survivors from far away- so it makes sense that she should not be as effective running them down as most other Killers.
