Jasmine will only fight you when her Ampharos has healed, and you need to get the Secret Potion to heal Ampharos. She sends you because she already knows that you've got four gym badges (five if you go to Mahogany Town before this) and she knows that you will do well against Chuck.

Whitney, at first, is too upset to give you the badge, so after a few seconds of crying, she finally gives you the badge. To get Clair's badge, you must go to Dragon's Den and answer a quiz.
