Why were North Carolina and Rhode Island ineligible to participate in the first US Presidential election?

At that point in 1789, neither North Carolina nor Rhode Island had ratified the constitution.

The Electoral College had 69 electors. New York did not participate either, since its legislature did not choose its electors on time.

All 69 electors cast their votes for George Washington.
