This quote was shown at the introductory credits. It referenced George H. W. Bush's speech on Aug. 6th 1990 condemning the Iraqi offensive in Kuwait. This gave the audience a date that the movie took place. Later on, the Dude quoted Bush while he talked to the big Lebowski.

This was meant to show how serious his attitude was when he found out the intentions of the big Lebowski. You were left to your own assumptions as to whether or not the Dude was deliberately quoting Bush.
