Abraham 'Abe' Simpson is the father of Homer Simpson. At the start of the episode, he is shown at the beginning of his working career as a shoveler in a mine. With two of his colleagues, Abe takes his first paycheck to Moe's Tavern. Abe looks at his check and yells about FICA and why the government is taking money out of his paycheck.

The Federal Insurance Contributions Act (FICA) was enacted so that both employers and employees contribute toward Social Security and Medicare for retirees.
2. Abe receives a phone call late at night. What does a phony police officer tell Abe is the reason why Bart is calling from jail?

Answer: Bart has been picked up for vandalism and shoplifting.

Bart Simpson is notorious for vandalizing property so Abe certainly believes that Bart could have been picked up by the police for it. Unfortunately, the 'family member in trouble' situation is a very common tactic with scammers and oftentimes like in this episode an elderly individual is preyed upon.

Eventually, Homer realizes that he has been scammed as well.
