Answer: Locke

Locke seems a very confident young man, but actually he's filled with quite a lot of guilt concerning his girlfriend, Rachel. Their relationship was not met by approval, and a decision was made that she come with him on a dangerous venture, and he could show his worth.

Unfortunately, it went wrong, and when Locke's life was in danger, Rachel was actually the one to protect him - but took the brunt of a fall herself. Thereafter, she was rendered an amnesiac, and, not knowing who Locke was, this meant their relationship came to an end anyway and only renewed the fury of her father.
2. King of Figaro, as a result of a coin toss to take the throne

Answer: Edgar

Instead of the winner of the coin toss winning the right to the throne, it was the opposite; the winner earned their freedom. While Edgar didn't particularly want to be king, he knew how much Sabin yearned for freedom and so he rigged this coin toss with a two-sided coin in order to ensure the result that Sabin was free.

He conceals this from him for a while, although he does later admit it during the course of the game. In battle, Edgar uses tools: a chain saw, a bio blaster, a drill etc to attack his enemies.
3. The martial artist whose brother is a king

Answer: Sabin

With his newfound freedom, Sabin goes to become a student of Duncan to learn his blitz techniques. His fellow student was Vargas, who was Duncan's son. Vargas becomes increasingly paranoid that his father would choose Sabin as a successor rather than him and thus kills his father, causing Sabin to chase him for revenge.

It's during this time that Sabin ends up accidentally reuniting with his brother and resolves to stay with him this time.
4. Half-Esper with the ability to use devastating magic; begins the game under Imperial control

Answer: Terra

Introduced wearing a slave crown which leads her to be completely controlled and causing devastating damage to the enemies of the Empire, this is quickly destroyed and Locke assists her and gets her to agree to help him and the Returners. She was taken as a child by Emperor Gestahl, seemingly partly to study and partly to use her extensive powers.

She's the daughter of an esper (her father) and human (her mother), although she only finds out about this halfway through the game - though it does explain why she resonates so well with magic and the esper crystals/magicite.
5. (Former) general of the Empire and magitek knight, first encountered in jail

Answer: Celes

Celes' allegiance is somewhat more complicated than the other characters; she's originally encountered in jail and is in awaiting execution as a traitor. She escapes with the other party members and divulges some plans to them, but later returns to the Empire, stunning some of the party.

However, in the second half of the game, she is the catalyst for reforming the party to go and defeat Kefka.
6. An assassin and mercenary; accompanied by his dog, Interceptor, he comes and goes from the party

Answer: Shadow

Shadow joins the party for short periods of time only, and can leave at any time, meaning you can begin a dungeon with him but equally he can have left your party before you get to the end of it. He's an optional character, too - while a player will first hear of him very early on, you never have to actually recruit him.

As a mercenary, he'll work for the highest bidder, with little interest in the morals of the situation. It's also heavily implied that he's Relm's absent father.
7. Young feral boy who grew up on the Veldt imitating monsters and learning their abilities

Answer: Gau

After being abandoned on the Veldt by his father, Gau later encounters Sabin and Cyan and they manage to befriend him through them giving him some dried meat and decides to join them on their journey after helping them briefly.

Gau can learn abilities from monsters, but only on the Veldt, which is a unique area where any random battle enemies you've encountered at all in the game may appear (if you haven't encountered them, they don't appear). Gau learns abilities by using the "leap" command which will automatically end a battle. Gau will then vanish from the party briefly, and, a few battles later, he'll reappear in a battle on the Veldt, having learned the abilities from the monsters you left him with. Gau doesn't have a regular attack command, he can only fight through the "rage" command - where you select the name of an enemy whose skills Gau has learned, and he can use one of their abilities.
8. Gambler and airship owner; enraptured by Maria at the opera

Answer: Setzer

His airship is called the Blackjack, so it's perhaps unsurprising that it also operates as a casino. Needing access to an airship, the Returners feel the need to contact Setzer, but this is very difficult. In the end, a plot is hatched using Celes (who closely resembles Maria, the opera star he is so fond of), and Setzer kidnaps her, which gives the Returners access to him and he agrees to help them. (The two-sided coin also makes a reappearance here as Celes uses it to ensure that she will not be forced into marriage with Setzer.)
9. Samurai and retainer to the king of Doma, seeking revenge for the events at Doma castle

Answer: Cyan

Although the Empire have a lot of military might, they also aren't unwilling to use other methods. There's a stalemate at Doma castle - despite there being consideration being given to surrendering, Cyan feels the better tactic would be to directly confront the commander hoping that such action will cause fear and destabilise the attack.

While it did lead them to flee, Kefka (who has now taken over from the more honourable General Leo) takes matters into his own hands and decides that if they plan to remain safe in their castle, he will disrupt that, and he poisons the water supply to the castle.

As his family and his king drop dead, Cyan feels immense guilt and hatred toward the Empire.
10. Young artist girl, descended from the Magi

Answer: Relm

As an artist, Relm's ability is fittingly called "sketch". She can sketch an image of an enemy, and can use one of two skills (randomised) of that enemy. This command is humorously introduced against frequently recurring villain Ultros, making him see his true self. She calls Strago "grandfather" - he raises her after her mother dies and her father leaves.
11. Old man, descendant of the Magi, who can use blue magic

Answer: Strago

After Strago takes Relm in, he is visited years later by people enquiring about espers and rumours of magic being used. After Relm gets caught in a house that's on fire, Strago panics and despite the presence of the other party members, he breaks the town's rules by visibly using his magic.

After Terra and Locke help to rescue her, Strago instead opts to tell the truth about espers, magi and magic.
12. Main villain of the game, court mage and later god of magic

Answer: Kefka

Not just a magitek knight, but the first magitek knight; the process seems to have severely destabilised Kefka and he delights in other people's suffering. He's clever and ruthless, and unafraid to use dishonourable but never-the-less acceptable tactics (for instance, the aforementioned poisoning at Doma castle).

He has a huge thirst for power and godhood which leads him to betray and kill Emperor Gestahl, and he seizes the Warring Triad and throws the world completely into ruin. He then rules this newfound world from a large tower.
13. Comedic recurring villain, a purple carnivorous octopus

Answer: Ultros

Compared to the really dark tone of much of the plot, the comedy in the repeated encounters with Ultros really help to lighten the mood. Despite his attempts to eat the party, he doesn't have much success, despite using a variation of strategies (the most notable being the time at the opera where his grand plan is to drop an exceptionally heavy weight onto the head of the actors and kill them, except it's so heavy that it'll take him five minutes to be able to drop it - cue timer...).

He shows up in increasingly ridiculous situations until finally it's a small girl with a sketch that really scares him.
14. Ambitious emperor who leads the Empire, historically invaded the esper world

Answer: Gestahl

Gestahl is not a nice man: between the attack on the esper world and theft of Terra at the time, to his actions in the present, he leads an increasingly ruthless empire. Not everybody underneath him is as ruthless - General Leo even seems to get some respect from enemies - but he clearly has no issues with the sadism of Kefka either, and under him the empire has killed scores of people.

As his ruthlessness rises, his allies diminish, and he does ultimately admit his huge thirst for power - but when he starts to even distrust Kefka and attack him, he meets his end.

As the emperor, a player would be forgiven for assuming that he would be the "big bad" of this game, but it becomes very clear that this role was intended for Kefka.
15. Leader of the Returners, a resistance faction against the Empire

Answer: Banon

Banon is actually a playable character for a brief period of time when the party are travelling on a raft, and is most useful as a healer to your other characters with his incredibly useful healing "pray" ability. Unlike your other party members, if he dies, however, it's game over. As the leader of the Returners, he is an important figure in building up resistance against the Empire.
