As the movie opens we find Harry hanging out in a rather forlorn looking playground. Dudley and his crew show up and Harry asks him if he beat up another ten year old. Dudley replies that this one had deserved it and Harry makes a comment about the five to one odds. Dudley then says this line and starts teasing Harry about things he has been saying in his sleep and asking him if Cedric was his boyfriend. Angry by the references to Cedric, Harry pulls his wand on Dudley, a move that only Dudley appreciates! Despite the radical changes in his appearance this time around, Dudley has been played by Harry Melling in all of the movies.

Arthur escorts Harry to the Ministry for his hearing. Since Harry is under-aged, he's not allowed to apparate and Arthur takes him via subway, having a wonderful time as he does so, because he is fascinated by all things Muggle. When they reach the phone booth that serves as the Visitor's Entrance to the Ministry of Magic, he makes the above observation and adds a comment about getting out his Muggle money as he steps into the booth with Harry.

During Harry's hearing, Fudge (the Minister of Magic) tries to discredit Harry's claim that there were Dementors, because Harry could produce no witnesses. Dumbledore speaks up and produces a witness, Mrs. Arabella Figg. She is asked to describe them, and begins to describe Harry and Dudley with the above comment. She is interrupted and asked to describe the Dementors instead.

This remark is made as they are getting off the Hogwarts' Express and making their way to the carriages. Because the Ministry is refusing to believe that Voldemort has returned, it is launching a smear campaign against Harry to discredit his assertions that Voldemort has indeed returned. Malfoy's comment alludes to this effort to make Harry appear unstable and attention seeking.

At the feast Dumbledore introduces the two new professors to the students. She then rises to address the students, starting with this saccharine observation. The camera then pans to the students, none of whom are smiling.

This is said just before the students find out that their class is going to be entirely theoretical, with no practical application at all.

Her thinly veiled warning speaks to her firm belief in punishment.

After Trelawney makes the above plea for compassion, Unbridge replies that she can indeed have Trelawney thrown out. Dumbledore appears and allows her to stay, much to Umbridge's chagrin.

Sirius is talking to Harry, Ron and Hermione through the fire when he says this, in response to their complaint that Umbridge isn't letting them practice spells. It is probably here that the seeds of Dumbledore's Army are first sown.

Hermione has invited a few students to gather and discuss the possibility of having Harry teach them spells, since Umbridge is not allowing them to practise. Things aren't going very well until Luna asks this question, which Hermione answers and then other students talk about what Harry has accomplished.

The students are impressed and Dumbledore's Army begins.
