Answer: Matthew

Matthew records these words, spoken by Jesus, in his gospel (Matthew 5, verse 38). They were taken from the original laws given by God to Moses on Mount Sinai, and are found in Exodus 21, verses 23 - 25. This states "And if any mischief follow, then thou shalt give life for life, Eye for eye, tooth for tooth, hand for hand, foot for foot, Burning for burning, wound for wound, stripe for stripe."

Answer: during the last supper

These words are found in the gospel of John, chapter 15, verse 13. It was at the last supper that Jesus washed the feet of his disciples, and Judas Iscariot left the scene to betray Jesus. The American President George W. Bush quoted this verse during his D-Day tribute to the American soldiers who died at Omaha and Utah beaches during World II.
