The citizens of Cocoon were taught to fear Gran Pulse. If Sanctum accused someone of being "touched" by Pulse, they were forced to enter the Purge, where they will be exiled to Pulse.

Answer: No Obligation, Rules or Authority

Coincidentally, Hope's mother's name is Nora. Since he blames Snow for her death, Hope makes "Operation Nora" in hopes of getting revenge on Snow and Sanctum.

Answer: Claire Farron

This is revealed in Oerba before the second fight with Barthandelus. Barthandelus, in the form of Galenth Dysley, poses as Serah and reveals that her real name is in fact Claire Farron.
