The city of Perm is located within the federal subject of Perm Krai which is part of the Volga Federal District. Volga is the fifth-largest of the eight federal districts and per the 2010 census it was the second-most populous with nearly 30 million inhabitants.

Answer: Kama River

By discharge the Kama River is the largest tributary of the Volga. In 1956 the Kama Hydroelectric Station was finished near the city of Perm. This project created a large reservoir for the city and it is one of three major reservoirs on the Kama River.
