Hogwarts has fallen on rough times. Even though Harry saw Lord Voldemort murder Cedric Diggory at the end of the TriWizard Tournament, he is having a difficult time convincing those in charge at the Ministry of Magic that it really happened, and Dumbledore's support for Harry is putting his Headmaster job at Hogwarts at risk as well.
Minister for Magic Cornelius Fudge has placed Dolores Umbridge at the school as the Defence of Dark Arts teacher and to keep an eye on what is happening there. He does not want students trained in combat, and fears that Dumbledore is training his own army. When Umbridge is appointed High Inquisitor so that she can monitor both students and faculty, Ron and Hermione decide that it is time to take action.
It is difficult to tell in the movie whose idea it actually was, but both Ron and Hermione confront Harry with their idea that a clandestine wizard training group must be formed. They feel that Harry should serve as the teacher, as he has shown them his wizarding ability time after time. While Harry is not sure if there will be any interest, he agrees to attend a meeting at the Hog's Head. Over time, Harry is considered to be the leader and teacher of the group, while his two best friends are considered to be co-founders.
A nice group of young witches and wizards gathers at the meeting, however, it begins on a rather negative tone. There are still many students whose parents don't believe that Lord Voldemort has returned, and they express their doubts about Harry's ability to teach them anything.
Thank goodness for Luna; she has already proven her loyalty to Harry, and will do so in the future too. Although the other students at Hogwarts bully her by taking her things, she takes it all in stride and has an uncanny ability to say the right thing at the right time. While the some are questioning Harry's ability, Luna brings up the fact that he has already mastered the Patronus spell, which is said to be very advanced and difficult; many adult witches and wizards are unable to produce it. Ron then lists other great feats that Harry has performed, such as killing a basilisk, and the next thing that happens is the students are signing a list entitled "Dumbledore's Army".
The first order of business is to find a place to practice. Neville, the student in the school with probably the least amount of self-esteem, discovers the Room of Requirement, which is also called the Come & Go Room. It magically appears whenever needed and is equipped with whatever is required. With practice and encouragement, Neville begins to make progress. And he confides to Harry that his parents were not deceased as people thought, but they had been tortured to insanity during the First Wizarding War by Bellatrix Lestrange.
Nigel is probably the youngest member of the group, and only appears in the movie. He obviously adores Harry and is never very far from him when they are practicing. Nigel also stands lookout for the group as they are leaving their sessions. You see, Umbridge has made student gatherings of this sort illegal, and has even formed a group, mostly from the Slytherin house, who try to help her uncover what is going on.
Fred and George are Ron's twin brothers. They are very talented wizards in their own right, but typically use their magic powers to pull pranks on other people. And when Ron and Hermione face up to try the Stupefy challenge, who else but Fred and George would run bets regarding who will win? Of course, Ron suggests that he let Hermione win! Anyway, the twins leave behind hexed treats for those who are looking to disrupt their meetings, and also volunteer to slip Umbridge items that will make her sick.
Seamus does not immediately join Dumbledore's Army; he makes it quite clear after the TriWizard Tournament that his mother thinks Harry is lying, and so does he. In fact, he seems to confront Harry with his thoughts at every turn. When it becomes abundantly apparent, however, that Voldemort has returned, Seamus not only publicly apologizes to Harry, but also becomes a member of Dumbledore's Army.
Ginny is an amazing witch, and is so quiet that some people seem to take her for granted. She uses the Reducto Curse to destroy a training statue in the Room of Requirement, and successfully uses it again later on in the movie; she is also able to create her own Patronus while training under Harry's tutelage.
Cho is last on the list because even though she joined Dumbledore's Army, she also eventually rats them out. The other students feel sorry for her because she had been dating Cedric Diggory when he was murdered. Harry, on the other hand, has harboured feelings for Cho for a while, but wants to give her adequate time and space to get over her heartache. It is a bit unclear as to how Cho was convinced to tell about Dumbledore's Army; perhaps she is given truth serum or Umbridge threatens Cho's mother's job at the Ministry, but the movie didn't really elaborate.
Umbridge has established the Inquisitorial Squad to help her seek out illicit activities at Hogwarts. The squad is led by Draco, and manned by Vincent, Gregory, and Pansy, members of the Slytherin House, along with Argus, the school's caretaker.
