Answer: C.J. Cregg

C.J. appeared in the first scene and was giving a press conference regarding a foreign official's visit to The White House. A reporter asked her if the official would meet with the National Security Adviser but C.J. responded the official would not be meeting with the Secretary of State or anybody in the Cabinet.

She also informed the reporters how the official would not even be meeting with the U.N. ambassador or anybody within NATO. C.J. did say the official would meet with some of the President's advisers over the Balkan region.
2. Which actor played Tony Marino in this episode?

Answer: Mike Starr

Starr, born on July 29th, 1950 in Queens, New York guest starred as Senator Tony Marino in this episode. This was the only episode in which Starr appeared on "The West Wing." He has also guest starred on the TV shows, "Law & Order: Criminal Intent", "Without a Trace", and "CSI: NY."
3. There was a treaty being considered on what issue?

Answer: Banning nuclear weapons tests

The main issue surrounding this episode was over a treaty being considered to ban nuclear weapons tests. There was talk of how one U.S. Senator, Morgan Mitchel, planned to block ratification of the treaty and how to go around this. The proposal was for President Bartlet to order a lame duck session of Congress to try and increase the chances of ratifying the treaty.

Donna spoke with Josh on the Test Ban Treaty and then went on to talk to him on OSHA, to which Josh found it amazing how she switched subjects so fast. To prove this point even further, Donna spoke to Josh about carpal tunnel syndrome and asked him if he knew how many people suffered from it each year. Josh said he did not know and she told him 600,000 Americans a year.

Josh and C.J. ran into each other and Josh remarked to her how she walked into a stumbling block during the press conference but she countered how there was no other way out of it for her. They began to talk on the Test Ban Treaty and that is when Sam found them and remarked how President Bartlet should consider ordering a lame duck session of Congress to vote on ratification. All three spoke about how the session would effect seating arrangements on various Senate committees.

Toby, Sam, C.J., Leo, and Josh all convened in the oval office to talk to President Bartlet regarding the Test Ban Treaty and what would be the best strategy. In the middle of the talk, Toby told President Bartlet that a couple advisers said it would be best to get a vote in now on the ratification of the treaty as they had a better chance at that month than in a month of ratifying the treaty. Toby also stated C.J. should tell the press the world is looking at the United States to ratify the treaty first.

Parikh, born on November 3rd, 1966 in Baltimore, Maryland played Bonnie in this episode. Bonnie was a communications aide and therefore worked closely with both Toby and Sam. Parikh starred as Bonnie in a total of 41 episodes for "The West Wing." She has also guest starred on the TV series', "That's So Raven", "24", and "Criminal Minds."
