The episode opened up with Sam sleeping in his office on the sofa and Leo entered to wake him up. Sam asked him what day it was since he had been asleep for a long time so Leo informed him it was Friday. Leo advised Sam that he should go home and rest up there instead of at the office.

The staff met with various people in a meeting at the beginning of the episode and then Toby entered the room, apologizing for being late. He mentioned how he was held up by many tourists so someone mentioned they were actually protesters. Toby said he did not consider them protesters since he had seen more organized crowds outside the DMV.

Stephanie whispered so Donna mentioned they could use their regular voices in there so Stephanie told her to forgive her since she had never been in The White House. Donna said she would give her a tour one day so Stephanie then asked Donna if she was busy with something but Donna assured her she had some free time.

President Bartlet went to the oval office and Charlie informed him that a fax came in from Jonathan Bartlet. President Bartlet said how the name sounded familiar so Charlie reminded him that Jonathan was his brother. Midway through the episode, Toby was near the protesters so he asked a nearby Washington, D.C. officer to fire her gun. She mentioned how she could not fire off a warning shot indoors but Toby meant that he wanted her to shoot at the protestors. Toby then assured her he was just joking.

Sam was seen in the FBI building midway through the episode when he approached a secretary and told her he was there to see Special Agent Casper. He gave her his name and she said his name was not on the appointments list. Special Agent Casper then saw Sam and invited him into his office.

C.J. went to a meeting with three people and they informed her they were with the Organization of Cartographers for Social Equality and, as C.J. was about to talk to them, Josh entered the room since he wanted to hear what they had to say. Josh joked with them and said they should pay him two hundred dollars and he would see to it that their request was honored.

He described the protest as a Spring break for anarchist wannabes who wore black t-shirts and gas marks.
