The 2008 game was designed to fit between the two trilogies and is centred on Darth Vader's secret apprentice. At the time the game was being developed all characters were in canon. In 2014, after Lucasfilm became part of The Walt Disney Company, the game became part of the non-canon 'Legends' universe.

Matt Sloan reprises his voice acting role as Darth Vader, the powerful Dark Lord of the Sith, in this game. "Episode III" had ended with the Great Purge of Jedi knights and Vader is mopping up survivors when he encounters Galen Malek and takes him on as his secret apprentice.

Galen Malek is given the alias of Starkiller by Vader and is trained up as a Sith. Initially he is sent by Vader to mop up some Jedi survivors, however he is then tasked with helping the rebellion to distract the Emperor Palpatine's spies. He is voiced by Sam Witwer in both this game and the 2010 sequel "Star Wars: The Force Unleashed II". He also voices Darth Sidious (Emperor Palpatine) in the 2008 game.

Captain Juno Eclipse (voiced by Nathalie Cox) is Starkiller's love interest and the pilot of Rogue Shadow. The starship in effect serves as Starkiller's personal transport. It features a cloaking device and advanced hyperdrive which allows Starkiller to travel around the galaxy at will.

General Rahm Kota (voiced by Cully Fredrickson) is a Jedi Master and survivor of the Clone Wars and the infamous Order 66 where the clones turn on their Jedi leaders. He is an early target for Starkiller. In some versions Starkiller also subsequently finds and rescues Kota when Starkiller is aiding the rebellion.

Adrienne Wilkinson voices the part of Maris Brood, apprentice to Shaak Ti. Also a survivor of the Great Purge, she later turns to the Dark Side after Starkiller kills her master.

PROXY is Starkiller's droid who is programmed as a training aid for Starkiller. In practice this means that the droid has conflicting programming. On the one hand, PROXY is trying constantly to kill Starkiller, on the other hand, PROXY is trying to help him. PROXY is voiced by David W. Collins.

As mentioned earlier, Shaak Ti is master to the apprentice Maris Brood. Brood veers to the Dark Side after Shaak Ti is killed. Shaak Ti is voiced by Susan Eisenberg, whose more typical role is as voice over for Diana Prince (aka Wonder Woman) in Justice League films and TV shows from the DC Animated Universe.

Another survivor of Order 66 and the Great Jedi Purge, those events have cost Kazdan Paratus his sanity. Living on the junk world of Raxus Prime, he is an early target for Starkiller. He is voiced by Larry Drake.

Captain Ozzik Sturn is Commander of the Imperial forces on Kashyyyk. Voiced by Tom Kane, his role is in kidnapping Princess Leia Organa in an attempt to stifle the potential rebellion against the Empire. He mistakes Starkiller as a Jedi and has a go at killing him. Tom Kane also voices Kento Marek, Starkiller's father who is killed by Darth Vader early on.

Bail Organa, a Galactic Senator from Alderaan who adopted Princess Leia as his daughter, is also involved in the early stages of the rebellion. Starkiller, playing his part in distracting the Emperor, helps Bail Organa by rescuing his adoptive daughter. Sturn is killed in the process. Jimmy Smits does the Bail Organa voiceover work. He also portrayed the Senator in "Episodes II" (2002) and "III" (2005) and in "Rogue One" (2016). It follows that the Senator is not killed during the game.
