There is no code section in the Alabama Motor Vehicle Law that mandates the officer "lock" the speed reading. In fact, some radar units are not equipped with a separate window that shows the locked speed (instead using the target window), thus the officer can not complete the required tracking history when he locks the speed in.

A tracking history is a procedure the officer follows to ensure that the vehicle he suspects is exceeding the posted speed limit is the vehicle the radar is actually returning a speed for in the target window.

The legislature has for years attempted to rectify this and pass a felony attempt to elude law, but has not yet passed this legislation. It should be noted that all surrounding states of Alabama do in fact have a felony attempt to elude law in effect.

This is an urban legend that I believe started with truck drivers. Alabama State Troopers can enforce the law regardless of their attire.

Alabama has an open container law. It outlaws any opened containers of alcohol in the passenger compartment, including wet counties.

It only means that you promise to appear in court on the listed court date, or otherwise comply with the instructions on the back of the citation. It in no way implies guilt or agreement with the complaint.
