Fast forward several years and the promises made by Foxconn turn out to be hollow. It has repeatedly changed the goal posts on what the factory will produce and how many jobs will be created. Meanwhile, the people of Wisconsin and Mount Pleasant have invested millions in infrastructure for a plant that may never deliver on its promises.
