Answer: Reinhard Heydrich

As the head of the Reich Main Security Office (RSHA), Heydrich was the chief architect of the Nazi 'Final Solution'. Known as the 'Blond Beast', he convened the Wannsee Conference in January 1942 to discuss its implementation. Eichmann, his subordinate and known as the 'Jewish specialist', was entrusted to carry out this heinous deed.

Heydrich was assassinated in May 1942 by Free Czech agents. As retribution, the Nazis destroyed the Czech village of Lidice, executing all its male inhabitants.

The painting in question is the 'View of Delft'. Other works include 'The Procuress', 'The Astronomer' and 'The Geographer'. Much of Vermeer's life, like van Gogh's, was spent in obscurity. His fame only gradually spread after his death in 1675.

A prophetic remark, although Gromyko couldn't have known it then - as Gorbachev's reforms eventually led to the demise of the USSR and end of the Cold War. Prior to his short stint as Soviet president, Gromyko had served as the Foreign Minister from 1957 to 1985, the longest-serving Russian Foreign Minister in the 20th century. He died in 1989.
