Victor Zokas (Renard) was played by Robert Carlyle. Elektra King was under James Bond's protection following the murder of her father. Robbie Coltrane reprised his role as Valentin Zukovsky - first seen in "Goldeneye", and DJ Goldie plays Zukovsky's henchman, Mr Bullion.

Answer: Meldrew

Victor Meldrew was played by Richard Wilson in the TV series that ran from 1990-2000. Richard Wilson also appeared in an episode of Father Ted as himself where Fathers Ted and Dougal approach him and say Victor's "I don't believe it" catchphrase.

When Universal made the 1931 film "Frankenstein", they changed the name of the scientist to Henry.
