Answer: scrotum

For sperm manufacture, the temp needs to be a little lower than body temp. When the scrotum contracts, the testes move closer to the body for warmth. High temps cause the scrotum to relax and the testes move away from the body keeping them cooler.

This tube is cut during an operation called a vasectomy. It is a form of contraception and prevents sperm from reaching the urethra.
