In 1959 they were placed in Division Four when the top halves of the two regionals leagues became the new Division Three and the bottom halves became the new Division Four. After one season they were promoted to Division Three and in 1964 won promotion to Division Two. After three seasons they won promotion to Division One ... and were still there when all teams in Division One left the Football League to form the FA Premier League.

Answer: 1950

1950. The 4 top teams in the tournament (Brazil, Uruguay, Sweden and Spain) went on to a Round Robin group. As it happens, the final match proved to be as good as cup final because, going into the final match, Brazil were top of the group with Uruguay only 1 point behind, which meant the winner of the Brazil v Uruguay match wins the trophy.
