1. Who was the first ever player to miss a penalty in a shootout in a World Cup Finals match ?

Answer: Uli Stelike

Uli Stelike missed a penalty for West Germany but they still won the shoot-out 5-4 against France in the 1982 World Cup semi-final, after 2 Frenchmen later missed their shots. The Germans lost the Final to Italy that year.
2. In the 1986 World Cup quarter-final between Mexico and West Germany only one Mexican player converted a penalty in the shootout. Who was he?

Answer: Manuel Negrete

West Germany knocked out the hosts Mexico in the quarter-final. The match finished 0-0 after extra-time and West Germany won 4-1 on penalties, with their goalkeeper Harald Schumacher saving two kicks.

The other 3 World Cup winners (West Germany 1990, Brazil 1994, France 1998) all needed a penalty shoot-out to help them through.
