The episode began with President Bartlet out on the Truman Balcony and Leo came out to speak to him. President Bartlet commented on how it had just been three hours since he gave the State of the Union Address but Leo wanted to know why he was outside since it was freezing. President Bartlet replied how he was having a cigarette and was not allowed to smoke inside anymore.

The main event surrounding this episode was Colombian rebels taking some agents from the Drug Enforcement Administration (DEA) hostage and how to rescue them. There was an attempt to rescue them by using the military but it went awry and nine soldiers wound up killed. Leo voiced his opposition to armed conflict with the Colombian rebels since he felt it was not defined well enough without an exit strategy.
3. Who asked Officer Sloan to give an interview on the State of the Union?

During the opening credits, C.J. spoke to someone in the military named Officer Sloan and asked him if he could do an interview on his experience at the State of the Union. He wondered if his interview would be newsworthy but C.J. assured him it would and that the interview he would give would be by satellite. We also learned that Officer Sloan was accused of using excessive force on an African American male when he worked for a local police force.

However, he was cleared by a grand jury of that accusation. Riehle played Officer Sloan in two episodes of "The West Wing." He has also guest starred on the TV shows, "Diagnosis Murder", "Providence", and "Chicago Hope."
