Oliver is confused when they say this because he thinks they mean the real mayor, who was killed by these same gangs the previous week. Laurel and Blood explain that they mean a local gang lord who calls himself The Mayor and who believes that he is the one who will save Starling City. Blood tells Oliver that The Mayor only wants to create chaos so he can rule the Glades at the barrel of a gun.
