It was first spoken by an unknown German potential in "Beneath You". Then Buffy says it twice in the same episode, and Spike once. In "Help" Xander says it, in "Selfless" it's D'Hoffryn, and Willow is the last to say the whole phrase in "Conversations With Dead People", while talking to the First as Cassie.
Parts of it has been said a few times as well, and it's been said in Spanish in "Conversations With Dead People" by Jonathan, and in Jonathan and Andrew's dream in "Storyteller". Andrew translated the Spanish phrase as "It eats you starting with your bottom".
I've also read somewhere that the song playing while the German potential is running from the Bringers contains the phrase in German, but I haven't been able to tell yet.

Buffy says the first line of the episode, and Buffy as the First later repeats it as the last line: "It's about power". It pretty much sums up the season and the show.

Andrew needed the blood to open the seal of Danzalthar, since he hadn't been able to kill a pig himself. He bumps into Willow however and she brings him to the Summers' house, where the blood comes in handy anyway, since Spike was suffering from serious withdrawal.

This might be my favourite episode of the show. We get a look inside Andrew's mind (where there's, for instance, guys in togas prancing about on a meadow, being gods), and the seal of Danzalthar is shut down as well, which is good since some students were turning invisible or exploding.

Amanda: "9th level sorcerer, and I carry the emerald chalice. Trogdor is frozen in time. Deal with it."
Xander: "Smackdown on Red Riding Hood. This could get ugly."
Giles: "Could it possibly get uglier? I used to be a highly respected watcher, and now I'm a wounded dwarf with the mystical strength of a doily."
