Answer: President Bartlet

The President was referring to the large group of people that knew about the President not disclosing his MS to the public. He made this quote after mentioning Joey's interpreter Kenny and no one knowing his last name. Joey told the President to trust him and the President looked to Josh before accepting what Joey said about Kenny's trustworthiness.
